On December 5, 2024, the Committee on Legislation, Mandates, Immunities, the Rules of Procedure of the Assembly, and Oversight of the Anti-Corruption Agency held its regular meeting, chaired by Mr. Adnan Rrustemi. During this meeting, the Performance Plan for 2025 of the Agency for Prevention of Corruption (APC) was reviewed and unanimously approved.
The Director of APC, Mr. Yll Buleshkaj, presented the plan, emphasizing the Agency’s commitment to strengthening integrity, transparency, and accountability through three key strategic priorities and six objectives.
The three strategic priorities of the 2025 Performance Plan are as follows:
- Preventing corruption through legal and institutional mechanisms:
Mr. Buleshkaj highlighted the importance of implementing and monitoring laws on preventing conflicts of interest, asset declaration, and whistle-blower protection. He underlined that APC will work to strengthen monitoring and reporting capacities and improve the legal framework to align with international best practices. - Digitalization and modernization of processes:
Technology was identified as a cornerstone of the Agency’s reforms. The focus will be on enhancing existing platforms, such as the electronic asset declaration system and the system for reporting misuse, to increase efficiency, security, and accessibility for all stakeholders. - Raising public awareness and interinstitutional cooperation:
Through awareness campaigns, training, and activities with partner institutions, APC will work to educate citizens and public officials on the importance of preventing corruption and workplace ethics. Particular attention will be given to fostering a culture of integrity in both the public and private sectors.
Following discussions and evaluations within the Committee, the 2025 Performance Plan was unanimously approved, reflecting the commitment of the Assembly and APC to advancing efforts in combating corruption and building a state based on the rule of law.
